TIMEC announces the conclusion of a continuous service maintenance contract with Frontier Refining Inc.

La Porte, June 14, 2007 – Maintenance and turnaround service provider TIMEC announced today that it has signed a continuous service contract with Frontier Refining Inc (Frontier). The three-year contract includes options for renewal on an annual basis.

Frontier has been a customer of TIMEC since 1999, when TIMEC started providing maintenance services at Frontier’s refinery in El Dorado, Kansas.

Under the terms of this new agreement, TIMEC will provide Frontier with a variety of services at its refinery in Cheyenne, Wyoming, securing safety, quality, productivity and integrity conditions at the facility.

Frontier’s refinery at Cheyenne has a crude capacity of 52,000 barrels per day. The company markets its refined products primarily in the eastern slope of the Rocky Mountain region and eastern Wyoming. Thanks to its coking unit, the refinery has historically processed heavy crude oil. The facility’s product mix includes gasoline, diesel fuel and asphalt and other refined oil products.

We have recently completed an agreement with TIMEC to provide a range of services at the Cheyenne refinery. TIMEC will focus on our small capital projects and will supplement our internal maintenance group when needed.

TIMEC was selected in a process which solicited competitive bids from a total of seven contractors including Western Refractory, InServ, Zachry Construction, JV Industries, Bay Ltd, and Westcon. A committee of Frontier employees including Ken Ferrari, Ray Martinez, Rob Whipple, and Karen Turkington were very involved in the selection process. TIMEC was selected due to their demonstrated performance in a variety of refineries in the areas of safety, quality, and productivity. The committee visited Frontier's El Dorado refinery and ConocoPhillips' Ponca City refinery to review TIMEC's operations at those facilities.

TIMEC is currently selecting the management team for this site which will include a Site Manager, QA/QC Supervisor, Safety Supervisor, and Planning Lead. TIMEC expects to have its team in place and ready to start work on August 1.

We are extremely pleased to begin this relationship with TIMEC and believe that they will complement Frontier's capable maintenance and construction group. We will release more details on their management as information is available.
